Carter joined Western Surety in February 2023 and handles accounts in the regions of Saskatchewan and Manitoba. Carter was promoted to Senior Underwriter in April 2026.

Carter graduated from the University of Regina with a Bachelor of Business Administration degree majoring in finance. He received the Associateship of Canadian Surety Bonding (ACSB) designation from the Surety Association of Canada in 2025.
