Carter joined Western Surety in February 2023 and handles accounts in the regions of Saskatchewan and Manitoba.

Carter graduated from the University of Regina with a Bachelor of Business Administration degree majoring in finance. He received the Associateship of Canadian Surety Bonding (ACSB) designation from the Surety Association of Canada in 2025.
